Blacks originally migrated to urban centers to find jobs. When this happened, whites fled to the suburbs. As time passed, the jobs moved out of the cities, too. Lacking financial support, urban squalor was the result. Welfare can only do so much, and the despair and hopelessness brought about by such grim prospects for future success, helped push many struggling black adults onto destructive, addictive drugs, and alcohol abuse. Shelters refuse to house active addicts not seeking rehab. So, you find many such persons on the street. The only solution is well thought out, comprehensive, expensive social programs, but our Republican government frowns on those kinds of solutions. And, the beat goes on.
