How come cat and dog are not considered pest?

They are invasive species that arrived after the boar to America. Why is the wild hog considered pest and feral cat isn't?

    Feral cats are pests.

Not too long ago, there was an excess of them where I live. Some people trapped them and took them to the pound, where most likely they were put into a decompression tank and killed.

because a wild hog will root up all my flowers but won't sit in my lap and nuzzle with me afterwards.
