Can a pilot find out that someone is tracking their plane on flight radar app? For example, a government plane or president plane.?

With a lot of technology and maybe court orders, yes.

flight radar apps, like flightradar24, rely on publicly available information - from flight control centres.

So, no - not only can they not find out who is looking at the info, they dont really care (if it's public)

If Air force1 did not want to appear on public radar apps, they would turn off their transponder unit
