You CAN TEACH your dog to pee on command. So as a puppy, you did not bother => TOO BAD! And now, he has been allowed to mature (probably INTACT) and is MARKING - which all males walked slowly and casually (will do, IF ALLOWED TO) unless he has a UTI (which you can rule out at your vet's office).
So, if and when (CLEARED of the possibility of, or cured of having a UTI, via antibiotics) start teaching him a word to empty (pee on command) and then go on a BRISK walk where you DO NOT STOP for "marking".
We do 5 miles in 45 minutes, can you?
(Note to OP: no dog needs to be WALKED to get them to PEE; any male dog can pee (lift his leg) in his own yard on any tree rock or bush. You simply go out with them and make sure they DO "GO" at least some before you leave or empty before any WALK or RUN for exercise purposes. He is not too dumb to figure out he had better really GO or else he won't be "going" all along the trails and leaving his "calling cards". If he gets NEUTERED he would be doing far less, to virtually NO marking.
