How do I find the owner and their contact information of a restaurant in the US, when I call the restaurant, the staff states it is?
against policy to give out this information. So how can I still find it out?

Most businesses are required to register with the state or municipality, including the owners' names and address. Many states have online access to a searchable database, or you may phone the office that handles registrations and ask for the information. Of course, the "owner" may also be another corporation or other entity that is not an individual person, if that's what you're trying to ask.

If they have a liquor license that information is public. Check with the Liquor Control Commission in your state. The secretary of state will have information in the corporate registry.

Search Google and see if they have a web site. If so, go there and visit "about us" and/or "contact us". Might work, might not.

It matters more if the restaurant is independently owned, or a franchise. If it's a franchise the 'owner' is at the store but would be working through corporate offices, so you'd need to talk to the corporate people.
If it's a local restaurant you can ask for the owner's name, but not their address since that would be a home address and not something they give out. You would send any letters to the actual restaurant's address in that case.

You have their phone number and name...what else do you need exactly?
If you called asking for the name of the owner...I wouldn't tell you either.

In most of the US, the business has to post their business license in a spot where it is 'easily seen'.
Go in and look at the license and get the number from it.
Go on line to your state website and look around. there should be a spot where you can look up an existing business by the business license number. (They might make it easy and let you look it up by name).
That should give you access to the name and mailing address of the company's registered agent ...who should be the owner. If they are not...they are likely the owner's lawyer, accountant or business partner.
