What is meant by "twice monthly"?

    It means 'two times in every month'.

    Most people would understand it to mean 'every two weeks' but the grammar doesn't actually make that clear. It's possible that whatever it is happens on the second and tenth day of the month, or on the first and last days of the month.

    Those would still be 'twice monthly'.

    payments usually made on the 15th and end of month -- ie: two times a month, usually equally spaced. very common for salaried jobs in the US
