Why has there never been a football comedy on the level of major-league that uses an actual sports team instead of a made up one?

The NFL is, to put it politely, highly protective of its copyrights, TM's, wordmarks, etc. Want to use them in a film? Be prepared to pay (heavily) and have the league decide on what goes (and doesn't go) in the script.

Not wanting to pay the NFL the massive fee for the right to use the name of an NFL property has probably been the reason.

Because it's already been done with baseball. Making it a movie with a different sport wouldn't really be that different.

The Cleveland Indians and other teams in Major League were not actual sports teams.
