No clicks when trying to start car. Does that mean it's the ignition switch, or bad starter? Brand new battery and full power....?

Update:

It would help to know make, model, and year. An increasing number of vehicles have immobilizers - they won't respond to attempts to start it and won't tell you why if the immobilizer is activated.

As "not" says, all we can do is offer or rule out possibilities.

Try jumping the small trigger wire on the starter solenoid to the larger battery cable to see if the starter works. If it does try putting the shift lever in neutral to see if it will start. if still no start check for B+ coming out of the ignition switch while holding the key in the start position.

Starter, ignition switch, neutral saftey, starter relay, anti theft device. It has to be diagnosed, tested. Lots of possibilities.
