Can a child have a different last name to both parents?

Say if the mother had her father's last name name. Could the mother legally give the child her mother's last name instead

Yes. If the child’s mother divorced its father and married again taking her second husbands name.

Why would she want to do that? if she is, or was married to the child's father she cannot do anything, the child has the father's surname.

Depends on the local laws. Where I live the parents could give the baby any name they wish.
