Is it legal to charge a late fee when we weren t late?

My mother tries to pay her rent on time. Always. She s pretty understandable when it comes to late fees. At our storage shed, she tried to pay rent TEN times. The manager/owner (we don t know which he is) had surgery (he only told us that later) and left NOBODY in charge. At our storage shed, she tried to pay rent TEN times. The manager/owner (we don t know which he is) had surgery (he only told us that later) and left NOBODY in charge. We could still get in and out, but we couldn t pay the man. Finally, we went up there and there was a red lock on the door, which means that he was up there and locked us out of the storage shed. Mama got angry and wanted to know why, and THANK GOD the man was up at his office for once in his life. He said it was because we owed the months payment as well as nearly fourty dollars in late fees. We paid the fee, but Is it legal to charge us because he was too lazy to collect his money? We are in Georgia, if that helps.
