What causes a cold water tap to screech when turned on?

There can be a number of reasons why this happens, best is to have a qualified plumbing technician come out to evaluate the problem first hand. Need to check and verify water pressure to ensure it s not to high(anything over 80 psi is damaging), check and verify if there is a pressure regulating valve, and then check for thermal expansion tank has been installed. If those are properly installed, then it could be a simple washer problem. With the amount of chlorine in our water, it causes rubber seals to dry up or cause a squeaking noise like when you run a wet finger on a balloon. In the end you should possibly have a plumber come out like ARS/ McCarthy Services come out and look at it for you.

By putting your hand on the valve handle while it is screeching, you will realize perhaps that the valve itself is vibrating. First replace the rubber on the end of the valve stem, tightening its set screw that secures it onto the end of the stem.

High water pressure and/or the nature of the tap gland. The easiest solution may be to change the tap gland. You can buy spare glands in Toolstation, Screwfix, Wickes, B & Q etc. Put the plug in the sink so you don't drop bits down the waste. Turn the water off. Take the top of the tap off. There is a screw under the cap. You will need a spanner that fits the hexagon on the gland. Hold the spout and undo the gland. This may take some effort as they tend to stick. Take the gland to the store as you need to match it with the new one and make sure the tap top fits on the new stem splines. Refit and turn the water on. It should work. But if it doesn't you need a plumber to fit a pressure reducing valve unless you or a friend is capable.
