Probably because those are the types of people who will always be willing to tell him what they know he wants to hear--endless praise and devotion, rather than the truth. Few, if any of them have any interest in serving the nation--rather, like Trump himself, their main interest is in seeing how much they can leverage their clout within his organization in order to increase their own personal wealth and power. That's what unscrupulous, manipulative people do to get ahead with someone like Trump, so those are the ones who rise to the top in Trumpworld.
