With a court order, yes. If all of your income is protected, they cannot.
Wages are garnished but are limited to about 25% per paycheck.. Bank accounts are levied and can be up to 100% of the amount owed.. Both require a court order unless you owe money to the same bank that has your account(s)..
Protected funds are Social Security, unemployment & welfare, retirement accounts. Protected funds cannot be garnished except for child support, taxes, gov't debts and gov't back loans.
Unprotected funds are funds that are in bank accounts that has your name attached to the account, including accounts owned by you and any other adult person.
If you co-mingle protected and unprotected funds, then it is all considered unprotected unless you can prove otherwise.
