You sound stressed i'd join a mums group or something so you can swap stories. Relax first of all.
Write a schedule for yourself so you can keep track of how often your cleaning and fit it in inbetween getting enough rest and work if your working etc
Schedule her bath times. Wipe her down after meal times. Aslong as your hoovering where she is crawling a couple of times a week and making sure there is nothing there that is dirty or could poison her or is dangerous that she could choke on she should be fine.
I wouldn't use wipes too often or hand sanitizer at all on the baby only on the adults hands.
The parents really should keep on top of cleaning their hands before touching you baby but it depends what you have been doing, going to the toilet, handling raw meat or touching dirt or rubbish etc is important, excessive washing after touching something that isnt harmful is not, babies need some bacteria just not the bad stuff.
Its normal for babies to suck their hands, does she have teething toys? get her something suitable for her age and that is natural and not toxic or you can buy food items suitable for her age, like the biscuits designed for teething.
you can buy mitts or little boots then her hands wouldnt get dirty. also you can buy playpens so you could keep a smaller area clean.
If its a small apartment then to hoover the floor space should only take 10mins or so even if you did it daily?
