How would you feel in France, or Germany, or Spain, if you had just a few basic words of French, or German, or Spanish, and somebody insisted that you spoke only the local language?

Expecting everyone to speak English just because it’s the only language you speak will make you appear very ignorant, self-centred and narrow minded. Which can end up getting the racist label. However if you are having a conversation with someone or people and English is the only mutually spoken language between the parties, then asking that everyone speak English would undoubtedly be necessary for basic verbal communication.

If you are asking them to speak English when speaking to you, because you only understand English then no. But don't bother people who are speaking another language in public. People have every right to speak any language they want when conversing with friends or family out in public. It's called freedom of speech. People's private conversations shouldn't bother you.
