During WWII, the German armed forces counted more than 18 million men in uniform, and were so powerful and so advanced that they were nearly able to conquer all of western Europe. Argentina had an army less than 1 million strong, and were defeated by Britain, alone, without the US and Soviet Union.

Argentina obviously, if in powerful you mean technology.
Even Argentina was able to pull off a seabourne invasion if Germany had anything comparable they might have been able to launch Operation Sealion against Britain, as it stands the Kriegsmarine didn't have much legt other than UBoats after the naval Battles of Narvik.

Germany wins pretty much in ever other category hands down including military leadership, Argentina just couldn't get it done (but then again neither could Germany in the end). Argentina couldn't defend an island, Germany took most of Europe.

WW2 Germany, no question. They came within a whisker of defeating the two most powerful nations in the world, USA and USSR, plus the British Empire. Argentina got beaten easily by a depleted military from a country thousands of miles away.
