Not everybody owns a toilet brush, but i'm pretty confident MOST people do, as it is an essential item to cleaning your toilet, which should be done at least once a week ideally. It is used for scrubbing. However, some people just use gloves or a sponge or something. Some people also just squirt toilet cleaner under the rim and into the bowl and use one of them things which keep it clean in between flushes and then use disinfectant or antibacterial wipes on the seat, lid, flusher, floor etc. A toilet brush should also be washed, as it is cleaning nasty things off your toilet. Hot bleach water is recommended, you can however just buy a new one. Toilet brushes are only used for inside the bowl. And yes, when you put it into the loo you use some form of cleaner, as that is the whole purpose of it, to clean the toilet. You put toilet cleaner under the rim and into the bowl and then get the brush and scrub it. Then for everything else apply disinfectant on it and then rinse it off.
