The word Smart is pretty darn vague. Yes, you can become more knowledgeable. It might take you slightly longer to cross-reference, retrieve, and dispense that information than someone with an IQ of 210, but you'll still have it. Concerning your question, "All you have to do is read to become smart", I have to add that the Newtons and Einstieins of history did SO much more than simply read. They all seemed to have a propensity for playing a musical instrument, for obsessing over what the common man might consider a very little thing, for being in love with concepts even more than the little things that got them on their life's path.
