I'm assuming you know about pie charts, how they work, maybe how to make one.
So you have 60 people, who went to France, Spain, Greece, and 'Other'. So there will be four wedges in the pie chart, with sizes corresponding to those numbers.
France represents 25 people, that's 25 of 60, or 25/60 of the chart. 25/60 is a little more than 40%. If you want this in degrees, it's 25/60 * 360, which gives you 150 degrees. So draw a line from the center of the circle to the top (12 o'clock), and another line 150 degrees clockwise, and that will represent the France wedge. The 5 on a clock is 150 degrees from the 12.
Next is Spain with 18 of 60 people, so 18/60 * 360 is 108 degrees. Start a the 5 o'clock where France left off and draw another line 108 degrees clockwise from there. That's 208 degrees from the top.
Next is Greece, and I'll let you figure that one out. The smallest will be 'other', a narrow wedge that will end (if you did everything right) at 12 o'clock precisely.
