In Florida, if you're 15 and he is 18, the penalty is at least four years and three months in prison, and up to 15 years in prison. But RIGHT NOW, while he's 17 and you're 15, the penalty is at least THREE YEARS in prison. The charge would be "Lewd and Lascivious Molestation" and it includes even sexual touching over clothing. It's a first degree felony. If he is less than four years older, which seems to be the case here, he would NOT have to register as a sex offender for the rest of his life, which would limit the places he could live and the jobs he could have.
Surely you don't want to make him a felon. Surely you don't want him to go to jail.
The problem is that at age 15, you're not considered to be able to legally give consent to sex. It doesn't matter how many times you may have said Yes to him, it only matters that you're 15.
So he could be charged right now if you're having sex, and if anyone even says that you're sexually touching, he can be charged and convicted.
I'm sorry, you may be in love, but the best choice is to break up now and wait until you're of age. Or, at least wait until you're 16, when the penalties are less, but it's better to wait until you're 18, and you're both of age. If you're in love, you can both wait.
You can read about it here: https://www.ageofconsent.net/laws/florid... He may also be able to call a lawyer and get a short consultation for free, or you can call a Legal Aid office and ask.
You could also try writing to your legislators and lobby them to change the law, and you could get other kids to do this, too.
