If you are adding a ' then the word is possessive.
eg The 5 countries' ambassadors arrived at the meeting.
To be plural it would not have a '

"Countries" is plural of country.
"Countries'" is possessive of the plural. e.g. "The countries' border" could mean the border between two countries.
