Police investigations only involve criminal conduct and the person under investigation would be a suspect or person of interest. A private investigator can conduct investigations for any reason and often are not criminal in nature. A person being investigated by a private investigator is the SUBJECT of an investigation.

The best I can come up with is 'suspect'. How strange that English has such a shortage of suitable words that we must resort to phrases like: 'the person under investigation'. Interesting question.
