You will need to following parts:

A computer case (usually around $75 depending on what you get)

    A power supply (around $50)

A processor (for your budget i would recommend maybe an intel i3 for $130 or less)

A motherboard compatible with your cpu (you can get good modern boards for like $50-$60)

    A harddrive ($85 for 1 terabyte)

    A dvd drive (About $30)

A graphics card if you are looking to do gaming (around $100 for a good one, but can be much more expensive)

And finally, your operation system ($100 for windows 7 home premium)

Total: $540 (this is over your budget but you can fix this by getting a cheaper cpu, or getting a 500gb hard drive instead of a terabyte.

https://pcpartpicker.com/parts/partlist/ is about the best you can get.

With the 7750 its $506 including shipping from eveyrwhere (you dont count mail in rebates, since those take 8-10 weeks to get).

If you want to spend a few more $, you can get the 7770 which i would recommend.

You dont really want to get anything less then this for a gaming computer.

This doesnt include a windows OS either, or mouse, keyboard, monitor or speakers.

(btw the i3 blows for gaming, the fx6300 is around the same price and DESTROYS the i3...)
