Unemployment levels and full employment?

I forget my high school economics lessons and need assistance in remembering. If a country has an unemployment rate of 5% then it generally has maybe only 3% of actual unemployed people seeking work due to seasonal employment, people not bothering looking for work and others factors I can't remember. If a country has an unemployment rate of 5% then it generally has maybe only 3% of actual unemployed people seeking work due to seasonal employment, people not bothering looking for work and others factors I can't remember. Is this true or have I read it from somewhere else? There was a term called "full employment" that may have had something to do with it?
