You make your own chances in life. It's a gamble, but if you're willing to give it your all, you've got a fair shot. Study your a$$ off. Work harder than anyone else. Push your ideas and believe in yourself.
I studied drawing and painting. I have acted like I believe in myself even when I wasn't sure on the inside. No one has seen me falter. I have learned the business side of art and it has put me ahead. Numbers are always important. Learn them. I have never ceased to study my craft and grow and change with the times. I have marketed myself brazenly. I have strived every year to become better at my craft. I have looked around at how others have become successful and identified what has made others fail. I've lived life accordingly.
Succeeding in the arts takes so much more work than any other profession. It's constant and it is exhausting and when things don't go well it can destroy you from the inside out. You're not just putting your work out there, you're putting your self worth on the line to be judged. How thick is your skin? Practice being put down, rejected and receiving criticism gratefully. If you cannot handle that, you will give up. It hurts.
So do you have what it takes? That's a decision you have to make. If you go for it, GO ALL OUT or don't bother. That's the only way to succeed.
But to answer your question more simply: Anyone can be a fashion designer. It takes someone really special to be a successful one, though.
