What is net neutrality in the us?

I'm annotating a paper and net neutrality keeps coming up and I'm not quite sure what it means... Ive googled it and it's still not totally clear to me what it is... Anyone know what net neutrality is?

    hello! Net means Internet. It is a wave signal. But the true is: Net Neutrality is a network paradigm that argues internet service providers should be completely detached from what information is sent over the network.     It means you can go to whatever web site you want without paying money for it and all web sites load at the same speed.
