What's the difference between fixed eye contact and staring?
I know staring is deemed as rude but what is the difference between them?

Well, eye-contact is between two people right?
Whereas staring is just looking at something for a long time

The other person does not have to be looking back at you (ie- establishing eye contact) for you to be staring at them. You can stare at the back of their head from across the room, and if they somehow know you're doing it, it will make them feel awkward and as if you are spying on them. Fixed eye contact, on the other hand, implies that eye contact has been established. The other person is looking back at you, and that puts you both on a level field, so to speak.
