Depends on the store policy - some do some don't. When you order, ask about it - keep an eye on the advertising and if that's what it says, then that's what you should get. Do check first, and I guess if it is only a few minutes late, don't be narky about it, but if it is more than 20 - 30 minutes late, I'd call the pizza shop BEFORE it arrives and let them know the delivery is now x amount of time late, and ask what can be done about it. In the best of worlds things do go wrong, give the guy a chance to explain - could be a break down, or hold up or anything in between. If the service is not satisfactory - let the pizza shop know but don't be one of those people who complain about everything just to get something free. It won't do you or your reputation any good and you'll be remembered and possibly ignored so what will you have gained?
