You can't really stop nature and harming these birds in any way is illegal. You can hang things around your property that swing and sway in the wind. Birds don't like motion. Try some CDs or pie tins on strings from the trees in your yard. I would also suggest investing in some ear plugs or a white noise machine. Make sure you have no food or water sources in your yard to attract them. As far as your cat, it should not be outside in the first place if you are worried about it's safety. Your cat has a LOT more dangers to worry about outside than birds. They should be the least of your worries..what about cars, poisons, parasites, wild animals, domesticated animals, disease, virus, etc., etc. Also, your cat is a MUCH bigger threat to these birds than they are to it.
