Wait until you are stable on your own before getting a dog for yourself. If you save up money, you might actually be able to afford a well bred, quality puppy by the time you get out of College.
A dog in the first year (especially these smaller breeds, of which there are no such things as teacups...just runts that aren't healthy) could cost you upwards of $3000. That is, if you opt to spend less than $1000 on the purchase price.
You'll need to have the ability to pay for vet care, shots..worming, spay/neuter. You'll also need to have money for training and grooming. Money for the fuel you'll need to get to the trainers and the groomer's establishment.
I think you'd probably do well with a pomeranian, but they are expensive and very much a people dog. They hate being left alone and need lots of care and attention. All dogs are supposed to be energetic, but a tired dog is a happy dog, so you'll need to step up to the plate when it comes to exercising your dog. A hour's walk a day is a minimum for any breed you get, even the tiniest of Chihuahuas or the massive Great Dane.
