All applications have system requirement - if you go to a shop and pick up any software or game it will have a list of requirements like '1GHz CPU, 1GB RAM, 1GB free disk space, 256MB 3D Graphics' etc. So if you are building a system you will need to know what you will be running. If you want higher end stuff like graphic processing software or play high-end games like Bio-Shock you will need high-end hardware. Always good to be future-proof though by going a bit better (it should save you on upgrading for 2-3 years if you go really high-end).

cause your computer performs task based on the software you have. That software has memory requirements, etc...

IF you bought a computer first only to find out after you buy the software your computer could not run the software, that would be a problem. YOu don't necessarily have to buy the software first, but its important to have a good idea at time of the computer purchase what software you envision running on it...to make sure your computer will be able to run them effectively.

Because the applications have certain requirements. After you choose the application, then you know what device requirements you have.
