for every 12000 photons passing into a system with a transmittance of 0.311, calculate how many are absorbed.?

Go back to definitions when you get stuck.
In this case, transmittance is defined as the fraction that get through. The rest must be absorbed.
So, 12,000 x (1.000 - 0.311) photons are absorbed.
Nothing more complicated than that, really. Over to you.

good luck with that
