First I need to say this. A lot of your complaints are "I saw this once" or "I never saw her do this". That's meaningless as you state you have a job. If you have a job you aren't watching her all the time. If you are watching her all the time, well this is obviously obsessing you! Now... on to the show... 1. If the lease only allows cats, then you need to tell the manager. She may be tying it outside though because this way she can tell the manager she doesn't have a dog in her apartment. I love dogs and would likely call animal control if my neighbor was keeping a dog constantly tied up in this situation. 2-5 would likely be considered heresay in a court of law as you do not live with the woman and have no actual evidence. So, if you are trying to build a case to leave the apartment, you need to forget about these. 6. You need to check on the mildew and mold policy of your state. Many states have laws on this as it has caused so many health problems. If there is mildew in her apartment, it likely is the fault of the complex. The issues you describe won't cause a mildew problem, poor sealing of wall joints are to blame for this. 7. Most apartments have a noise ordinance. If it is outside of the hours permitted, report her to the manager. Check the lease for this info. 8 The garbage issue should have also been addressed by the apt manager. I think I'd start calling them for now on. 9.The apt company should have fixed her blinds. she should have reported the issue to them. 10. You need to check your lease and see if it allows for storage of furniture and other items outside the front door of the apt or if they are only allowed in certain areas. What would I do? Start documenting. Stop posting your complaints on here and start writing to the management company. If you do not document the living conditions and tell them directly then there's nothing they can or will do. These people are not psychics and probably just trust whoever their managers are. If you document enough, you may be able to get out of your lease and move without providing the first and last months rent. You could use this as a bargaining chip. Tell them you are going to go to the health agency if you have to. Either way, start documenting, but leave anything out about what the interior of her apt is like. It just makes you look like trouble and like you are a bit nosy. You dont' want that.
