If I have zero tax liability, can I still take the HOPE education credit and receive a refund?

I am disabled and have zero earned income but I do pay for education.

If you have no income that is required to be claimed on the Federal Tax return, you would not be eligible to claim the Hope Credit, This is a credit that helps reduce your Tax liability, It is not a refundable credit.
