Generally when you see "TLC needed" in an automobile add it means that the car has seen better days but can be brought back to reasonable conditon with a little attention. Depending upon the amount of TLC needed the car can be worth buying or not. If it is a classic that is rare it will most likely be worth the effort to invest some TLC. If it is a common car like a Taurus or a Toyota Camry then it would not be worth the effort.

in regards to the car sale it generally means may need some minor things like spark plugs, maybe some bulb replacements. There may be some stains on the interior, that kind of thing. The literal translation is tender loving care.
