I am taking my 18 year old niece there as a gift for high school graduation and I want to get her drunk on on New Years Eve. Also what time do the pubs close?

The legal age is 18. Although some clubs may require your niece to be 21 (but not very many). Make sure she has some ID with her because most places will ask. Pubs tend to close at around 11 or 12, but bars and clubs will stay open longer. There are not many places open 24/7 but there are lots of clubs that will stay open until 4am.
Hope you have an amazing time. Birmingham is a good night out and a lot cheaper if you are on a budget

Take proof of ID such as a passport or a photo driving licence and you'll be fine, the drinking age in London is the same as anywhere else in the UK - 18. Some clubs operate a 21 rule, that is entirely up to them, but the legal age in the UK is 18. Terry is talking rubbish as "Hard Cider" as he calls it is regarded in the same way as any other alcoholic drink. (I live in Herefordshire, trust me on this), his point about the wine is partially correct but it also includes Cider, Lager & Beer, as long as it is with a meal, in an area of the establishment specifically set aside for meals. Alexis jumps in da jungle - do everybody a favour and don't answer a question to which you have no idea what the correct answer is. The LAW says 18, so it is written so shall it be.

18. Pub closing times vary quite a lot now as due to new licensing laws pubs and clubs can apply for late licenses allowing them to stay open until the early hours of the morning. A few places are open 24 hours.
