DSL needs the phone line connected via a DSL unit at the other end & that's got to be from an ISP that you have an account with, so the modem/router can log in.
You could do it with an old dial-up modem, giving you a maximum speed of about 56kbit if you are lucky; that works through the normal phone...

DSL needs the phone line connected via a DSL unit at the other end & that's got to be from an ISP that you have an account with, so the modem/router can log in.
You could do it with an old dial-up modem, giving you a maximum speed of about 56kbit if you are lucky; that works through the normal phone audio circuits and you can dial-in to an ISP anywhere in the world, for the cost of the phone call.
There are still a lot of ISPs that provide free "dial-up internet" service, if you do a search in your area there may be some.
You would need a 56K modem that can connect to whatever computer you are using, eg something like this:
