    Local control of schools in America harks back to when the within walking distance fathers gathered together to pay the schoolmaster's wages. You're unlikely to get Washington to federalize the schools -- that would legitimate a failing system and end up shoveling endless new dollars down the rat hole to teachers who should be hawking burgers at Mickey D's for a living. It would also lead to such nonsense as the "common core" curriculum becoming required -- which turns out to be loaded with alternative "history" and leftist ideas. {A better model might be the schools in Montreal -- they have four systems run by two major agencies which fight to produce the best results because money follows the students.}

    as to persons with disabilities in the classrooms -- they are citizens, just as you are. Their rights are the same as yours -- and that means they have the right to attend the same schools you do and to do their best to master the same curriculum that you work toward. Treating anyone as second rate and thus unworthy of inclusion in the group is inherently biased ... it leads to such ancient evils as racism, sexism, tribalism, religion preferences, etc., etc.
