    It isn't usual for a RPG game to leave open party slots for certain parts of the game. Most games do it as story related things. I've played a game that had more than 30 hours of game play before the fourth permanent member of a party with a maximum of four appeared. The game in question was Dragon Quest VII, and it is 100+ hours long.

    As for the three active out of nine, I have seen something this too. An example would be Final Fantasy VI, which had a party max of four with a maximum of fourteen possible choices. There is also the Suikoden series, which generally has thirty plus player characters with a party size varying between six and four.

    Generally speaking the more playable characters there are, the less unique each character is. The characters of Final Fantasy VI only had a single unique ability each and with only a few exceptions, every character shared equipment. The Suikoden series had almost no uniqueness between characters, and some were simply inherently better characters as far as stats were concerned.

    Another major issue is party resources. The more characters you have, the more diffuse the resources are generally going to be, especially if you are in the habit of forcing the occasional party switch. To go back to my two game examples, at several points in Final Fantasy VI your party composition is forced, so you need to spend time getting characters to the appropriate level and getting them properly equipped. And while Suikoden characters had unique weapon, those weapons had to be leveled. This generally meant extra grinding for gold so your active characters had the stats necessary to be useful. (Or wise use of the game's trading system, put in place explicitly for this purpose.)
