The problem with "fair" trade is distinguishing between the basic background rules of an economy and those directly related to trade. Given that the U.S. has very few direct barriers to trade (relative to the rest of the world) and our background rules are mostly neutral toward trade, U.S. Trade negotiators have a hard enough time getting the rest of the world to agree to reduce direct barriers much less getting them to change what they consider to be background rules of their economy (like business taxes and labor laws).
