Pedophilia isn't a choice. We don't know about any way how to change one's sexual orientation. There are some studies which report some success, but it's usually pretty low and it's either self-report by the pedophiles, which can be easily influenced (there is a lot of documented cases of homosexuals denying to themselves they are homosexual because of the social pressure, the pressure on pedophiles is maybe even higher than it used to be on homosexuals a few decades ago) or it's using penile plethysmography (measuring changer of penis circumference or volume when showing tested person different sexual stimuli). However, mostly the changes are pretty small and often not stable over time, there are reported bigger successes with decreasing reactions to child stimuli them increasing arousal to adult stimuli. Also there is a study, that add some easy tasks (questions about some details in the picture) to make sure tested person have to focus on the pictures and also reducing their abilities to imagine something in their fantasies, the measured changes decreased. As far as I know there isn't a good evidence sexual orientation can be changed. Here in the Czech Republic (country I live in) generally psychiatrists don't think pedophiles can't change their orientation.
The origin of pedophilia isn't know, there are some studies suggesting some possible causes, but I don't think there is a sufficient evidence for any of them. My favorite hypothesis is that people are born with hard-wired predisposition for pedophilia (by which I mean that when they start feel an erotic attraction at puberty, they start to be attracted to children). I've talked to some pedophiles, read life stories of some pedophiles, if you look at certain often proposed causes like being sexually abused, growing up in disfunctional families, you find that you have pretty much pedophiles that doesn't fit into that and if you find something a lot of pedophiles have in common, you find that a lot of people generally have this in common. So it explains nothing.
Pedophilia is not at all about exercising power. Pedophiles tend to see children as equal to them. When they are at the position of authority, for example being teachers or youth scout leaders, they often prefer acting more like older friend with more experiences offering help to enforcing authority. Sometimes they are pretty good working with children, on the other hand when they have troubles managing children, teaching them enough etc., it can be pretty distressing for them.
