Steps for opening the account on facebook are :

1. Open facebook website "http://www.facebook.com"
2. Fill the all details correctly in the Sign Up form
3. Click on Sign Up button,
4. Your account would be created if you receive thanks information

You must certainly can. You just need to have a different email address (different from your current account) so that you can verify your email account when you register for that new account. Yahoo, hotmail, or gmail will work just fine.
