Can I get a HECS if i have a provisional visa subclass 309 for a course i need to take?

No. Only citizens are eligible for HECS and as a temporary visa holder, you must also pay international fees. When you get your Permanent subclass 100 visa, you become eligible for domestic fees, but still no HECS until you are a citizen.
