Is it me or is the roof of the Penn St station New York a giant wind turbine?

it's you. Penn Station is fully underground, it's above ground building having been demolished in 1963. that's Madison Square Garden you're seeing

That's actually the roof of Madison Square Garden.

That is Madison Square Garden, Home of the Knicks and the Rangers. Basketball and hockey, respectively. Also site of concerts and such, even the circus in the spring.
