Is an Ireland work permit valid to travel or enter United Kingdom and France?

No - an Irish work permit only allows you to work in the Republic of Ireland, it is not a travel permit in any way. The Common Travel Area between Ireland, the UK, the Isle of Man, and the Channel Islands, strictly speaking only permits passport-free travel within the area for citizens of these countries - all others should show a passport (and in any case the CTA is likely to be abolished in 2010 due to modern "security" fears), and you would not have the necessary documentation to legally work in the UK or France, though you could quite possibly illegally enter the UK overland via Northern Ireland, or by ferry, but not by air, since there are no land border checks. France is part of the Schengen Zone, and most non-EU passport holders will require a Schengen Visa to travel between Ireland and France.

    Firstly, to travel between the UK and Ireland, you do not need any passport, let alone any visa or other entry requirement. There is some kind of historic diplomatic arrangement between the UK and the Republic of Ireland which allow for the free movement of people across those 2 countries borders. Even you don't need a passport from an immigration point of view, your carrier (airline or ferry) would still require some kind of photographic identity document of you, so normally you'd bring your passport.
    As far as travelling between UK/ROI and France, you will need a visa. Your ROI work permit will not be sufficient. This is of course assuming you are not an EU, UK, ROI, or any other country's passport holder where you do not need a visa to enter France.

    I HAD a uk work permit and i needed a visa to go to Irland, and france and every where in theworld ( well apart from my country) unless you have a european passport? then its fine..

    documents u needed for my irish visa:
    letter from work
    letter from the inviter in irland and their address and passport copy
    ticket
    photos
    your original passport
    travel insurance
