It happened because the political system there is inherently corrupted. So much so that if a ferry sinks and 800 or so people die it's simply a matter of dollars. A few dollars for a few lives. I doubt very much the actual truth will come out concerning who was actually giving the orders and it's certain that those responsible will not face justice. Money again will come into play and those that have more are likely to get off. How Gloria can align her political party with one that commits murder rape and be-headings is beyond understanding. It's time Filipino citizens stop being so forgiving!
It's interesting to note that nearly all countries I have traveled in my life of those that have been conquered and ruled at some time by the Spanish are the most violent and corrupted. I don't mean to offend but look at the likes of Mexico. I would be interested in knowing others opinions on this. (Yes! I do realize there are far more dangerous countries like Afghanistan and Iraq. But they are at war.)

Massacre in the Philippines related to upcoming election and two feuding families
    http://www.allvoices.com/contributed-new…

Not everything is verified as yet so some of the reports may be overly sensational. The family that seems to be behind the slaughter are loyal political allies of president Gloria ArroyoGloria Arroyo so there may be some problem with bringing everyone to justice. However, it the reports are true the events are so horrifying that she probably will be compelled to take action. Violence in Mindanao is often a result of clashes between the Armed Forces of the Philippines with Islamic separatists or even Maoist rebels but this seems to be almost a type of clan warfare in which the present governor will brook no opposition. This account is from the Manila Tribune. There is another account in Malaya. Also in the US LATimes.

Maguindanao Vice Gov wife, women raped, murdered, mutilated; journalist team killed

Ampatuans, goons linked to gory massacre; 36 dead

    By Mario JJ. Mallari
    11/24/2009

An ambush, involving some 40 persons, 36 of them killed as of press time, resulting in women being raped, killed and mutilated by a group of deputized militia identified with Maguindano Gov. Andal Ampatuan Sr., rocked Maguindano politics yesterday morning.
....The group that was massacred included local executives who were to file their certificates of candidacy and media practitioners who were invited to cover the event. They were first reported abducted, along with an initial 21 of whom were said to have been killed by some 100 armed men, allegedly led by a town mayor, in Maguindanao province yesterday morning.

gosh that's horrible... i didn't know. Politics in the Phillipines has always been violent. The socialist groups think capitalism is to blame. The Muslims want to govern themselves. I don't know... the phillipines just has always had this askew vision of democracy that is more askew than the US's interpretation of democracy.

Because of the weakness of the victims, gunmen and authorities. The sooner the world assimiliates ubermensch into their culture, the quicker we can achieve, for once, world peace. Ironic but true.
