Definately not at the front. It makes the back go completely dark and fish there go invisible. Putting the light in the middle makes the tank really bright and utilizes it to its full potential. However, it may become too bright and your fish may pine away, especially fishes suited to dark water tanks, like tetras and gouramis. Placing it at the back makes for a dimmer lighting but enhances and darkens your fishes colour. However, blue light does poorly in freshwater tanks, though they work wonders in salties. My advice; go for a simple white fluorescent tube. Still enhances your fishes colour, but this time you can see the enhanced colouring better

Neon tetras in there dosen't mean they won't work in a tank with severums or green terrors. Experiment with your lighting. Pick the one best suited to you and your fishes. Especially the fishes. Take it easy on them, as they don't generally appreciate revolving disco balls just because you do.
