If you live in the UK, No you can't.
I don't know why you would want to insure your driving licence, but if it is so you may drive other peoples vehicle, then again the answer is no.
Even if you got fully comprehensive insurance, this does not automatically allow you to drive other vehicle, which in the UK must also have insurance. If you read the small print it will tell you this.
It is a myth that if you have FC insurance you can drive any vehicle, but under the RTA if you borrow a car, then that car MUST also be insured.
I do not know what the situation is in the US of A, so I can't help there.

not that i am aware of. just because you don't have a car as long as the vehicle your driving has insurance. you should be covered. but it may also very per state. your best bet would be have the person who's car your driving call their insurance company to make sure they are covered to have any licensed driver to drive their vehicle. i know in michigan if you have a drivers license you are covered unless they have restrictions on their insurance. like no person under 25 will be driving the vehicle if they still even have it since they change laws and policies all the time. under my insurance you would be covered as long as you have a valid license.

probably, well i assume you mean yourself to drive any car. but it will be expensive, unless maybe you could get limitations put on (eg. only driving cars worth upto X amount, or under a certain power). you need to contact an insurance company directly, one which deals with fleet insurance would be your best bet, they insure cars for anyone to drive, so they might doit the other way round.
Im not sure how it works exactly, but both garages and people who deliver cars would need insurance to drive any car, so perhaps you could look into it from that point of view.

You don't have to insure you drivers licence just keep it in a safe place in the house. If you want to take out an insurance to drive any car ,I think it might be difficult. but you can always ask various insurers you can get a lot of phone numbers on COMPAIR THE MARKET . COM it's worth a try, most of the phone numbers are free

In the UK, no you cannot and there is no need to as you can get it replaced through the DVLA if it is lost or stolen
