Is it cheaper to buy cigarettes in France or Belgium anymore?

with the exchange rate down is it still cheaper in places like calais, and if so what part?

Forget France now.
Adinkerke just over the border into Begium is the place, many shops there specialising in UK tobacco trade.
Due to devalution of £ not as cheap as they used to be! Typical pack of 20 is about £40/200 now. They take Sterling.
You can bring back 3200 per person without trouble at UK customs. MOST IMPORTANT - make sure you keep the receipt to prove you bought duty paid!
