The eastern part of Berlin, for the soviets left big chunks of contaminated earth and probably didn't have time to clean or didn't care about doing something. 2) Leningrad.

In the WHO report of 2004 (?) the dirtiest capital city was Baku Azerbaijan, but wether you class that as Eastern Europe or FSU I don't know
